Season chicken with salt, pepper, garlic powder, onion powder, paprika, and oregano.
Heat olive oil and butter in a pan over medium-low heat. Cook chicken 10 minutes on one side, then flip and cook 5 minutes more until cooked through. Remove from pan.
Boil pasta 2 minutes less than package instructions; set aside.
In the same pan, add butter and olive oil. Sauté garlic and onion until fragrant.
Add half-and-half, and let reduce for 5-10 minutes over medium heat.
Stir in parsley, Parmesan, lemon zest, salt, and pepper. Add cooked pasta and a ladle of pasta water. Toss until combined.
Slice chicken and serve on top of pasta. Garnish with extra sauce and parsley.
